From calculation to management

The pattern is not simply “more guidance”. Method work consolidates into a single professional standard, discipline guidance fills the gaps that standard leaves open, and policy arrives from the planning system before it arrives nationally.

  • 2011–2020 — method and discipline guidance mature; assessment is voluntary and inconsistent.
  • 2021–2024 — London planning policy, RICS 2nd edition and a pilot net zero standard set common rules.
  • 2024–2026 — the transition period: overlapping versions in circulation while government builds the evidence base.
